When the Salary Ordinance was presented to the City Council Mayor Buckley took away the Education Stipend for the City employees and left the Education Stipend for the BGPD and BGFD in place supposedly.
Here is what he really did...
There is a clause in the BGPD contract that states that if any Educational Stipends are taken away from any City employee that the BGPD forfeits theirs also.
This does not effect the BGFD because of their contract.
Mayor Buckley stated in a City Council Meeting, "He would never sign anything that would take any money away from his brothers and sisters in public safety."
Congrats BGPD, apparently you aren't related to the Mayor.

This is verified from many sources in case the Mayor tells you that it's not true.(He's good at that ya know!)
Mayor Buckley is encouraging all non unionized City of Beech Grove employees to Unionize. He is so in favor of this that he initiated a meeting between Union Reps and City workers last night.
At this meeting last night the City Employees were informed that the dues to Unionize would be $32.50 per month. I am not sure what the benefit would be to them now as the Salary Ordinance has already passed and goes into effect Jan 1, 2013. The BGPD will lose their Education Stipend at that date.
The reason that Mayor Buckley wants the employees to Unionize is to negotiate a Employment Contract that would give him the language to be able to put the Education Stipend back in place for City Employees thus saving the BGPD's Education Stipend. The problem with that is that he is circumventing a City Ordinance that Mayor Buckley voted for himself(breaking the tie) in Order to cover up his incompetence in running the City of Beech Grove's government.
At the end of the day, had Mayor Buckley voted no on the Ordinance like he publicly stated in a City Council meeting, there would be no need for him to attempt to cover his tracks. This also calls into question the purely political appointment of Former Mayor Warner Wiley's son Craig Wiley as City Attorney. The job of the City Attorney is to serve the citizens of Beech Grove and protect us from doing exactly what just happened.

2 parts for me too. the cops will whine, cry, and stomp their feet until they get the money. when the dispatchers were in the union they got hung out to dry by the police union and the fire union. why would they ever want to put themselves in that position?

Has anyone done the math, this annual education pay is about $60,000 a year, what a waste rewarding people for college or school that helped them get their jobs, helps them advance and receive raises and the BGPD is the biggest waste, the city pays for their certification and then pays them for being certified.
Not only that, but it doesn't matter what it is in! Could have been music, art, etc. does not have to relate to their job! That's ridiculous!
If they stop paying people for keeping the job they were hired for, and stop this yearly education bonus, the city saves over $100,000 per year. lets see that could bring the street department from 13 - 16 people up to 18 without spending anything extra. speaking of, look for talks on stopping the leaf removal like we are use to. The arguement will be its an enviromental hazard, and it causes maintance to the sewers, lmao, truth is, not enough manpower and outdated equipment.
The city is determined to take something away from the police department. This is absolutely foolish when the IMPD is set to have a lateral hiring process. IMPD already makes more, has a better retirement and has better opportunities for career advancement and assignment to specialized units etc. With close to half of the BGPD eligible for this transfer, this could be the beginning of the end for the police department. Now before you people who hate the police say "good ridance, we'll just hire officers to replace them", understand this. Even in this economy and so many people out of work applicants, applications for law enforcement jobs is down. No one wants to do the job, including you cowards that champion the idea of taking things away such as college incentive pay. I promise you that if we loose half of our officers none of you will apply. Despite that, when you are in trouble and pissing down your leg, you will still call the police and they will come and throw caution to the wind to save your spineless backsides.

IMPDs lateral is still just a rumor, as of right now there is no money to do any hiring in 2013.
